The National Association for the Advancement of Colored People (NAACP) was founded in 1909 by a group of earnest and compromising men and women, black and white together, who believed in the democratic process to ensure opportunity for all. It is the oldest and largest organization of its kind. It was because of a discriminatory court case over residential segregation that the Falls Church Branch, predecessor to The Fairfax County Branch, of the National Association for the Advancement of Colored People was organized. The Virginia General Assembly passed legislation in 1912 enabling cities and towns to adopt ordinances to permit segregation of the races. In 1915, the Falls Church town council proposed such an ordinance which would have restricted Blacks to residence in a small section of town and prevented them from living in restricted districts even though they already had homes in those districts.
